This topic is relevant to the current situations of workers in various sectors in the Philippines since the widening gap between the rich and the poor has continually created a great divide among the Filipino people where a large number of groups are systematically marginalized, particularly in the higher education sector due to the unjust provisions in some of the policies implemented by concerned government agencies like the CSC, COA, and DBM.

The instructors under the contract of service (COS) in some state universities and colleges are marginalized by some of the specific provisions in CSC's Circular memo, and CSC, COA, AND DBM Joint Circular reiterating that there is no employee-employer relationship between the specified chartered government agency and the personnel under COS status making the COS personnel entitled only to the salaries/wages as agreed upon, but not to other work and work related social benefits. More often than not, these personnel under COS status are subjected to abuse and maltreatment, which especially pertains to the dispensation of salaries and wages. Most of the time, salaries and wages are delayed, usually more than 15 days after the services are rendered.

These CSC CMs and CSC, and DBM JCs are incoherent with the provisions of the Philippine Constitution, the freedom of religion, freedom of speech, and from want and fear.

Included in here are the CSC COA DBM JCs and CSC CMs related to the comment.

The definition of personnel under COS status is inconsistent with the duties and functions of the instructors under COS status because they perform tasks that are regularly required in the daily dispensation of government services of the SUCs.
